Susan Jackson
Regional General Manager
Midwest Region
As Midwest Region General Manager, Susan is responsible for Safeco’s personal lines and Liberty Mutual’s business lines growth and profitability within the region.
Most recently as Senior Vice President of Liberty Mutual commercial sales and agent distribution in the South Division, Susan previously held the position of President of the Liberty Mutual Business Insurance Mountain Region, and Regional Vice President of Business Insurance, Southeast Region. After nearly 30 years with Liberty Mutual, Susan brings a wealth of experience across sales, marketing and underwriting in the commercial insurance space.
Carl Canales
Regional General Manager
Northeast Region
As Regional General Manager for the Northeast Region, Carl is responsible for Safeco’s personal lines and Liberty Mutual’s business lines growth and profitability within the region.
Carl has been in the insurance industry since 2004, most recently as Safeco’s Northeast Region General Manager. He served prior executive roles in Liberty Mutual commercial lines distribution, agency and broker strategy and marketing.
Carl holds a Bachelor of Business Administration in Marketing from Texas State University.
As Northwest Region General Manager, Dan is responsible for Safeco’s personal lines and Liberty Mutual’s business lines growth and profitability within the region.
Dan has served in Safeco regional leadership roles for the past 10 years. He was the Safeco Mountain Region General Manager since 2013. Prior to that, Dan led Safeco personal lines in Indiana and Michigan as a Safeco region manager. Dan has spent the majority of his career working for the Liberty Mutual family of companies in personal lines, product management and claims roles.
Dan holds a Bachelor of Science in History from Illinois State University.
Matt L. Warye
Regional General Manager
Mid-Atlantic Region
As Mid-Atlantic Region General Manager, Matt is responsible for Safeco’s personal lines and Liberty Mutual’s business lines growth and profitability within the region.
Matt joined Safeco in October 2008 after serving as Ohio Casualty’s Vice President of Personal Lines. With a total company service of 24 years, Matt has served in field leadership roles for multiple legacy companies that today make up Liberty Mutual business lines.
Matt holds a Bachelor of Business Administration from Wittenberg University and a Master of Business Administration from the University of Dayton. He also completed an Executive Master of Business Administration Curriculum at INSEAD University in Fontainebleau, France and holds the CPCU designation.
Guy DeCosterd
Regional General Manager
Pacific Region
As Pacific Region General Manager, Guy is responsible for Safeco’s personal lines and Liberty Mutual’s business lines growth and profitability within the region.
Most recently as Senior Vice President, Business Insurance for Liberty Mutual, Guy was responsible for commercial sales and agent distribution for the Central Division. He started his insurance career nearly 30 years ago as a commercial underwriter, and has held positions with both Safeco and Liberty Mutual ranging from product management to field operations with personal lines, commercial lines, life insurance and accident and health. Guy holds political science and international relations degrees from University of California, Davis and the CPCU designation.
Debra Pooley
Regional General Manager
Southeast Region
As Southeast Region General Manager, Debra is responsible for Safeco’s personal lines and Liberty Mutual’s business lines growth and profitability within the region.
Debra was most recently the Safeco Southeast Region General Manager responsible for Safeco personal lines, after serving as Regional Operations Manager for Safeco in Suwanee, Georgia. Prior to that, she held leadership roles in distribution and underwriting for Liberty Mutual Business Insurance and in finance for Ohio Casualty, a regional company which became part of Liberty Mutual.
Debra has a Bachelor of Business Administration in Accounting from University of Georgia and is a Certified Public Accountant. She holds the CPCU designation.
As Mountain Region General Manager, Larry is responsible for Safeco’s personal lines and Liberty Mutual’s business lines growth and profitability within the region.
Most recently as Senior Vice President of Liberty Mutual commercial sales and agent distribution in the North Division, Larry was previously Regional Vice President for the Liberty Mutual Business Insurance Mountain Region, and Vice President and Managing Director for National Accounts out of Chicago, Illinois. Throughout his two-decade career in insurance, Larry has held various roles in distribution, sales and risk control.
He holds a Bachelor’s Degree in Social Science from Fairmont State University and a Master’s Degree in Industrial Management and Systems from West Virginia University.
Myrna Estrada
Regional General Manager
Central Region
As Central Region General Manager, Myrna is responsible for Safeco’s personal lines and Liberty Mutual’s business lines growth and profitability within the region.
Myrna moves into this role after serving for four years as Safeco’s Central Region General Manager. Prior to that, Myrna was a Texas region manager and held previous positions in underwriting and agency technology services. Myrna has more than 30 years of experience in the insurance industry.

Leadership Bios
As president, Tyler leads the combined organization for Safeco and Liberty Mutual business lines distributed through independent agents.
Tyler Asher has been with Safeco Insurance since 1999 and has served in a variety of roles spanning finance, accounting, management reporting and analysis.
Tyler holds a Bachelor of Business Administration from University of Washington.
As Senior Vice President, Spencer is responsible for driving the strategy, growth and profitability of Safeco personal lines and Liberty Mutual business lines distribution through independent agents in the four regions that make up the West Zone.
Spencer's insurance career spans more than 30 years with Safeco Insurance and Liberty Mutual Insurance, with leadership experience in sales, marketing, underwriting and distribution. Most recently, he served as a general manager responsible for Liberty Mutual Business Insurance agent distribution countrywide.
Spencer graduated Magna Cum Laude with a Bachelor of Science in Marketing from Portland State University.
As Senior Vice President, John is responsible for driving the strategy, growth and profitability of Safeco personal lines and Liberty Mutual business lines distribution through independent agents in the four regions that make up the East Zone.
Most recently leading Safeco agency distribution countrywide, John started in 1990 with Ohio Casualty, a regional company that became Liberty Mutual. Over the years, he has held several positions in both personal and commercial lines, in product, underwriting and field operations.
John holds a Bachelor of Business Administration in Finance from Ohio University and a Master of Business Administration from Xavier University.
